Terms of Reference



  1. Background:

Banco Nacional de Comércio de Timor-Leste (BNCTL) was established in July 2011 and is fully owned by the Government of Timor-Leste. Its mission is to provide financial services to Timorese people living in both rural and urban areas across the country in order to support the vision of gradually eradicating poverty in Timor-Leste through financial instruments aiming to support and improve livelihood of citizens by engaging in formal and informal income generating activities in productive and transformative sectors/areas.


The Bank has embarked on transforming phases by expanding its business and operations particularly, the lending operations of the bank is a key area where the bank would be effectively and efficiently utilizing its resources in financing viable projects for the benefits of the its customers, increasing the bank revenue while at the same time managing the risks associated in accordance with regulations, and best practices.


  1. Objective of the Assignment:

BNCTL is seeking services of a consultant to assist the review, improve and development policies and procedures, analyzing and monitoring of the bank’s existing lending products and establishing new lending products which should be catered in accordance with clients’ needs and the bank’s overall and specific policy in lending. This includes streamlined processes, digitizing the processes, strengthened internal control; risk management leading to customer satisfaction, increase the bank’s penetration of finance support in small-large scale lending in productive and transformative sectors.


  1. Implementation Arrangements:

The Consultant report directly to the Executive Director/CEO. The Consultant on day to day basis will be working closely with Head of Divisions of Credit, Risk Management and Compliance and the Operations

Working in Dili is required but will be assessed and adjusted from time to time in accordance with the development of pandemic covid-19 and travel restrictions policy imposed by consultant home country and Timor-Leste.
