The commercial bank of Timor-Leste.
The Government of Timor-Leste is the only shareholder of Banco Nacional De Comércio De Timor-Leste (BNCTL) and mandates BNCTL to operate commercially and to cater for Timorese individuals, and micro, small and medium enterprises in both urban and rural areas.
While the bank embarks on commercial lending, BNCTL continues to adopt aspects of the Grameen Bank’s business model, particularly in its microfinance loans taking into account the population density, terrain, culture, customs and social relationship, nature of business within recipient communities
As endorsed by the Council of Ministers, BNCTL strategically positions itself to empower both women and men in low income categories while promoting private sector involvement in agriculture, livestock, tourism and infrastructure industries as aligned with the strategic goals of the Government of Timor-Leste.
BNCTL plays the primary role in easing access to finance for Timorese people. BNCTL has the highest Loan to Deposit ratio amongst the banks in Timor-Leste and makes the deposited funds available locally for Timorese people instead of taking the Timorese deposits for use in different countries.
