BNCTL's Role in Promoting Financial Inclusion and Growth in 2023

In 2023, BNCTL plays a vital role in the country's financial landscape and is a key institution for Timor-Leste's economic and social development. BNCTL has been a pillar in promoting financial inclusion, supporting entrepreneurship and strengthening the country's financial infrastructure.

Microfinance to Comercial Bank
After 11 years of operation as IMFTL, it was deemed necessary to deal with the emerging and dynamic economic reality of Timor-Leste which led to the establishment of BNCTL with
Decree Law 3/2011 to operate as a commercial bank. BNCTL started with about $4.2 million in paid-up capital and the State/Government of Timor-Leste as its only shareholder.

A role in the Timor-Leste
With a mission centered on serving the Timorese community, BNCTL aims to facilitate access to essential banking services, promote financial stability and contribute to Timor-Leste's
sustainable economic growth. Over the years, the Bank has played an active role in providing financing for strategic infrastructure projects, the agricultural sector, small and medium-sized enterprises, as well as social and community initiatives, reaching even the most remote areas of Timorese territory. Throughout our journey, the bank has been guided by the following principles: Expanding banking and financial services, encouraging development of economic activities and reducing poverty in Timor-Leste.

Driving Economic Empowerment Since 2001

On December 1, 2001, it was established by a UNAMET Executive Order with the objective of functioning as the Institute of Microfinance Timor-Leste (IMFTL).

BNCTL, S.A. is wholly owned by the State of Timor-Leste and stands as the largest bank in the country, boasting the highest count of branches and clients. Currently, BNCTL operates a network comprising 24 branches and sub-branches, employing over 360 individuals.

Mandated by the State, BNCTL, S.A. is entrusted with providing financial and banking services, aiming to foster economic development and alleviate poverty across Timor-Leste. BNCTL's vision is in alignment with the shareholders' directive to emerge as a premier entity in commercial banking within Timor-Leste, offering the most extensive traditional and digital banking network alongside accessible products, services, and a commitment to service excellence.
